Retry building of geo_nwbib index when not succesful #1005

Too often (atm once a month) the building of the new geo_nwbib-staging index is not successful, experiencing a timeout when SPARQling. The consecutively building of the new lobid-resources-staging index is not useful since it uses this broken geo_nwbib-staging index. A more robust creation of the new geo index would make the creation of the new lobid-resources index more robust.

"If the geo_nwbib-staging is too small, it will be tried to rebuild it. Then it's going again the procedure. Will wait for 2 hours between consecutively testing geo-index to be to small. When tried 24 times, aka 2 days, it will be exited, thus possible overlapping parallel index buildings is prevented."
