Is http://www.w3.org/2002/07/owl#sameAs
only used for ZDB links? Seems like a very specific label.
I am quite sure, we only use it to link to ZDB as the DBpedia link (the sole other case we might use owl:sameAs for) is indicated with rdfs:seeAlso, see e.g. http://lobid.org/organisation/DE-1/about. We may wait, though, until @dr0i confirms this.

I don't see the problem as the labels are for people who don't really care about the RDF properties used. Also, we already do this, see the example mentioned above where the very general property rdfs:seeAlso
is labeled 'DBpedia'. (We might think about using umbel:isLike
instead of rdfs:seeAlso
which nonetheless wouldn't be much more specific.)
The right place to specify a more restrictive use of a general property in an application would be an application profile. ;-)
