Provide Triple Fragment Patterns #346

A desiderat from the very beginning (#1) is to establish a Triple Fragment Server:

It would be great to support Triple Fragment Patterns with API 2.0. This would enable people to run SPARQL queries against lobid. There already exists a Triple Pattern Fragments server for Java.

This is not mandatory but it would be nice to enable that when time allows to.

Triple Fragment Patterns or SPARQL endpoint would allow for federated queries. In particular it would be great to query both Wikidata and lobid combined as described at http://sulab.org/2017/07/integrating-wikidata-and-other-linked-data-sources-federated-sparql-queries/
