I think that adding it to Organizations should be fine, but it might make sense to add it to both, organizations and services. I guess that the information will be most helpful when analysing services. During our meeting I argued that we can show a list of all services, which are provided by an organization, which belongs to the commercial (public, non-profit) sector. While this is generally true, most users of the map will not know how to genrate this query. So for them adding the field also directly to services would make sense...

I think this is a good example of where we have to think about giving more guidance to users beyond the generic filter interface / URL parameters. It would be no problem to link to the query, e.g. from a page about public-sector OER services or something like that!
