Allow owned/controlled versions of data

User-story As an editorial office collecting data with the OER World Map, I would like to create an "owned version" of one or several data sets, which nobody else but me can change, so that I can guarantee the quality of data.

Examples:

• A government wants to create a yearly report on OER using the OER World Map. The editor wants to make sure that someone changes data unnoticed, which does not allign to his quality creteria.
• An institution keeps care of his profile and want to make sure, that they can provide a version of a profile, which meets their expectations.

Quality Criteria

• should work for individual profiles as well as for collections of entries
• continued editing by other authors should not be blocked. If someone else wants to update a profile, this should be possible. In this case the versionowner should be noticed that a newer version is available.

I expect this to become relevant soon. Maybe not in 2018, but probably in 2019. We should start conceptional preparation so that we can react quickly, as soon as the need arises.
