Dataset Ownership and Protection #169

Story: As a scientific OER data curation project I want to make sure that data which I collected is not changed by someone else.

This refers to the ownership of data is seems to relevant to the question of data quality. I`m not yet clear if this is needed, so we have to analyse and discuss this issue deeper.

One example is the named above, that a scientific project collects data. In this case the project might be interesting in making sure, that the data is not being "spoiled" by someone else. But on the other hand the change could be seen as an improvement as well - it depends on the attitude of the project!

Another similar situation would be that a project/institution/service enters data about itself. Will it be possible in this case to prevent others from changing this data? Profile pages for persons will generally be closed for third person edits for data protection reasons. So on the one hand it seems logical to me that e.g. an institution has a special interest in controlling its profile page as well. On the other hand there might be cases where institutional agents might abuse this right on purpose or coincidally. For example a company could provide a misleading description of itself, using the OER World Map as an marketing channel. In a moderated form this will be true for every OER project.

One practical solution could be to implement a notification system. If someone edits a dataset which I "own" I`m being notified, so that I can see, if this change is acceptable to me.

Another solution would be to provide several representations of one dataset. In this case it would be possible that there is one protected version of a dataset, which is owned by someone and anther open version of the same dataset, which can be changed by everyone.
