We do consider the language the browser sends in the request header; this usually is the preferred language. This is the language that is used when the page is initially loaded and no other language is set via the URL parameter.
b) Interface language selected by user: EN, DE, PT
Yes, this overrides the language that is specified in the request header, see above.
In order to achieve the goal of a global collection, e.g. searching for "project based learning" and OER in all countries, users should be instructed to help the cause by providing primarly english information - at least english title, description and tags.
This is one of the reasons we automatically set "English" as the language when a user enters text in a multilingual input.
Especially regarding tagging there could be a chaos in future, because there are hundreds of tags in multiple languages? A hint text could reduce this problem, suggesting the input of english tags for global research possibilities.
All English "hint" texts (aka descriptions) can be edited here or in crowdin respectively. Feel free to improve them!
This is also related to #1720, where I suggest english as default for text input, which would also direct users to include english content by default.
I share @dobladov opinion in https://github.com/hbz/oerworldmap/issues/1720#issuecomment-442767940 that automatically selecting "English" when text is entered is sufficient.
I like the flexibility users have, but I think it would be okay if the world map interface provides them with a little bit more guidance regarding the main language for a global collection.
I agree! Maybe a short help text on top of the input templates would actually be enough?

There are four language relevant aspects which can lead to possible confusion regarding the collection goal of the OER world map: a) Users preferred/main language (not implemented right now), e.g. Chinese b) Interface language selected by user: EN, DE, PT c) Language for content such as description field (can be selected from all languages) d) Special: Tags are global and not multilingual, see discussion to #753.

The default settings are imho very important regarding these aspects, at least for german and portugese interface users.
