Technical preperations for launch of OE Policy Hub

As discussed with @acka47 today, we will have to plan next steps for the launch of the OE Policy Hub:

[ ] probably best set up a github repository, alternatively create milestone within existing OER World Map repository
[ ] @trugwaldsaenger to transfer URL to hbz administration
[ ] discuss planned site architecture with @gandalfar
[ ] install Matomo for new OE Policy Hub
[ ] delete existing OER Policy Registry site: https://oerworldmap.org/oerpolicies and redirect to new site after end of preparation
