Add information on data license #628

As a person contributing to the OER World map / interested in building an application ontop of the World Map API / interested in creating statistics based on csv data retrieved from the World Map I want to know about the license pertaining the World Map data.

Acceptance criteria:

[x] information on the website (about page) about the data license
[ ] license information on data provided via the API
[x] checkbox next to save button that contribution is licensed under CC0

As this came up in the openness indicator spreadsheet I want to make clear: Currently, the OER worldmap data is not open as until now we don't have any licensing statement regarding the data and also users don't give their consent to publish their contributions under CC0 (#748). Maybe this should have higher priority? /cc @trugwaldsaenger

As discussed with @acka47, we will embed the licensing information in our Export popup as described in https://labs.creativecommons.org/2011/ccrel-guide/#Datasets:

Additionally, JSON data will get a top level license property.

Maybe also add a short sentence in small letters with the CC0 button to the export popup? E.g.: "OER World Map data is published under CC0."
