Context: A key part of our app is user customization.
Problem: The easiest way is writing a new HTML file for the app to navigate to. The harder and fancier one is a persistent window that the user can interact with. It would have a dimmed background. For example, they enter text into a box and that input is saved into a JSON file. (Or database...)
It depends on how fancy you want to make it. 3-6+ hours. Added 2h for allowing the user to change settings..
Skills: confident enough in browser JS stuff. May need to save settings variables in the "backend" js files.. Differentiation between those and "frontend" files are unclear to me.

Tasks:
Try the easiest option: html file with a couple boxes for text input. Very concise.
Then try making a pop up window with boxes.
Research different ways of implementing user settings and go with what makes sense / what's not too hard or easy. Discuss in this issue's comments!
