Add list of the needed Qt-related Debian packages #19

You might add to the README file the list of Qt-related Debian package that are 
needed for building qpicoscope.  As far as I can tell, they are: qt4-qmake, 
libqt4-dev, and libqwt-dev.  I am using Debian GNU/Linux testing (jessie).

In particular, when libqt4-dev is absent, the configure script fails with a 
quite cryptic message "configure: error: Cannot build a test Qt program", 
without indicating the source of the failure.

[N.B.: This is just an enhancement proposal.]

For Qt, I'm relying on autotroll to detect packages.

I will add a note in README about the needed packages.
