Role Permission for Release Notes #36

Right now there are now set-able role permission for the plugin, thus everybody can see this tab.

This is a blocker for me since I want to use it to generate release notes (since the reading view was rejected ;).

Yep, makes sense. I don't think I will ever get around to doing this, but as always, I'm happy to review patches.

at the moment I'm thinking of having two permissions:

Edit release notes: able to edit release notes for an issue
Manage release notes: able to see the tab on the project menu and do stuff in there

Why re-invent the wheel?

If one has the Edit issue permission - he/she can anyway the Custom Field pertaining the release notes, we can also assume the person is allowed - Edit release notes

Similar the person who can Manage versions permission - can also have the permission for Manage release notes
