Fix failing builds of vtr-optimized-linux

The goal of this PR is to fix failing builds of 'vtr-optimized-linux' package. Changes made:

• install latest tbb version instead of '<2021.0.0a0'
• install prjxray, prjxray-db, prjxray-tools, pyyaml
• add litex-hub channel to condarc (needed for prjxray-db, prjxray-tools)
• add vpr-cmake.patch for the vtr repo with the -fprofile-correction flag
