The error seems to be in configparser used by versioneer, which is defunct. Also this workflow is 4 years old and needs to be updated to use the latest build/upload pattern and OIDC. Ideally using https://github.com/marketplace/actions/pypi-publish. See also https://github.com/hdmf-dev/hdmf/issues/960

The current workaround is to upload manually. Given how infrequently this package needs to be updated and released, I think that is OK for now.
