implement jinja2 templating #1

Implementation of jinja for our sphinx documentation. It ended up being quite elegant, and the mapping can be used across documents. I am flexible on the name of the file, the jinja keys, the placement of the files, etc. Would be interested to hear what you all think.

maybe we should be loading "version" from the json schema so we can be sure they are locked

I'm trying to think about how to structure this across the repos. Maybe they should both be generated from this repo and we could have a flag that renders it in different forms?
