Crude gradient descent optimization #2

DeutchOptimized_gradient_descent_HFD.ipynb is an example of optimizing total climate costs (both costs of damages from climate impacts and costs of climate controls), including a utility discount rate of 2%.

The model can be run under various scenarios (low, medium, high) for the cost of fractional deployments of the various technologies.

I also renamed and reorganized the various files in the repository.
