Allow pages to be reordered using drag and drop #562

What steps will reproduce the problem?
1. Open Pencil, create a new document
2. Create a new page named A
3. Create a new page named C
4. Create a new page named B
5. Drag and drop page B to be between A and C

What is the expected output? What do you see instead?
I expect page B to be moved between pages A and C.
Instead I see no reaction from the software.

What version of the product are you using? On what operating system?
Pencil 2.0.3 on Mac OS X Mountain Lion
