实测 Windows 使用 UTC 时间后依然可以开启时间同步，不影响

管理员权限运行：

reg add "HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\TimeZoneInformation" /v RealTimeIsUniversal /d 1 /t REG_QWORD /f

重启。
