Configure API for JSONAPI Spec and Tiddle token auth

This completes the API conversion for Voyage to get it up to speed with what we're running in Hypremium and Athletefit/Rise, including:

• Tiddle for token authentication
• JSONAPI::Resources and JSONAPI::Utils for handling formatting, filtering, etc.
• Custom matchers for testing against JSON API responses
• Specs to cover the API functionality
