Why is healthdcatap:publisherType a Dataset property ? #1

healthdcatap:publisherType seems similar to (or a specialisation of) dct:type on DCAT-AP agent (publisher)

So I'm wondering why is it set on the Dataset ? Wouldn't it be a property of the publisher (foaf:Agent) ?

This should also avoid conflicts when the same publisher has a different publisherType value on one Dataset and another value on another another Dataset.
