Define frontend actions

Currently we have a mixture of frontend actions and views. This issues is intended to provide a place to discuss the actual features that we should consider presenting through the frontend, to address the use cases for different users

The main user roles are:

The different roles need different access to information and actions. This is probably something like the left hand navigation in the frontend, based on role. The actions should be within the context of a patient where indicated
