Remove Teacher access to goals, strategies and tracking #314

Teacher should not be able to see goals, coping strategies or tracking.

It will work:

  1. Teacher logs in and views caseload
  2. Teacher clicks on an SU and sees the following: screenshot 2018-02-15 11 49 33

They get 2 tabs only:

  1. Messages (between teacher and care team only)
  2. Details & Meds (basic SU details, School feedback form (edit) and medications (view only))
