As a triage nurse I would like to input patient information after triage of walk-in patients so that I can assign them to the appropriate waiting queue.
Acceptance Criteria
Able to add next patient and add them to the queue.
Able to add existing patient, already exists in the patient database, and add them to the queue.
Only authenticated users with the appropriate acl permissions of 'triage' should be able to add users to the queue.
