Docs: Add more thorough section about the Data and Variables Google Doc setup #163
In the current /docs/README.md we have a list of the Google Sheet names and their columns, but there is more to say about the whole setup (and we've added a few extra columns as well since that document was made). This ticket is for the creation of a better section in that document that has more explanation of the Data Dictionary and Variables google document.
