Inconsistent SPM resolution in Xcode Cloud #10

Recently, we're seeing intermittent issues causing us to restart builds in Xcode Cloud when trying to resolve Swift Packages and Heap specifically.

I know we're not pointed to latest 9.X, but I'm not sure we'd see the Heap CDN behave any better.

Thanks for reporting this. It looks like the issue is happening during the SSL handshake, so your specific Heap version wouldn't be the cause. I'm routing this to our infrastructure team for analysis.

Reporting that we didn't see this for some time, but have seen it a lot this week.

This happens few times everyday on our CI. For about last 3-4 weeks
