Define the release process #150

We need to identify the steps which must be carried out for a release
  write release notes
  bump the maven versions (possibly using maven release plugin)
  deploy to maven repository (at least for maven plugin)
  mercurial tagging

and many others...

We can create a wiki page ReleaseProcess for this information.
