As an admin, I may want to clear out obsolete textflows, translations and 
project versions to keep disk requirements down.

Make that project maintainer, not just admin.

For safety, it's probably not a good idea to implement this until we have 
implemented issue 241 (import/export).

Another (safe) option would be to add the ability to mark a project as 
obsolete, which is easily reversed by an admin.  (And then we disable 
editing/translating obsolete projects, and filter them out of TM results.)  
That won't help with the disk space, of course.
