bad lookup triggers JS crash #16

112 East 11th, Manhattan resolves to BBL = 1005560016, BIN = 1078006 but which apparently has no taxbill. at the moment the tax bill struct comes down the pipe in garbled form, which triggers a syntax error (and a frieze in state from the user's perspective).

Partially resolved in that the broken JS issue has been addressed, but if there's no tax bill this should be displayed more elegantly. see issue/14.
