Bring OS another 50 commits closer to Internal.

This also includes some custom commits to fix an issue where some non-EE tests were relying on EE-only files. These should be fixed in the internal repo to prevent divergence.

Clang-format is still failing because of the clang-14 updates and should pass once OS catches up to the dependency bump.
