Bump HeavyDB version to 6.2 on GitHub Actions and remove support for OmniSciDB 5.10.

@pearu, one of the UDTFs in this file (test_text_encoding_dict.py) should only be declared when HeavyDB version >= 6.3 and it was crashing the server.
