This PR aims to add initial workflow for package releasing:
Adds github workflow for package releasing including PyPI and GitHub release.
Uses setuptools_scm for versioning
Updates documentation
PS: the first release will probably break and I will need to do it manually. The next step would be the creation of the tokens for PyPI and update the settings here.
