RLS: Create workflow for releasing

Create the workflow for releasing.

It could be used github actions + rever to create pypi package and the github release.

Also, the conda-forge package should be created as well.

Item:

• ~set rever for the project~
• [x] set github actions for the github release and pypi release based on the tag
• [x] create a staged recipe on conda-forge for sqlalchemy-omnisci
