it's mandatory pass root option to module:install command otherwise it can install the required modules for translating

Hi @novia713 could you put the --root parameters at the begging, to have consistency with other chains like https://github.com/hechoendrupal/drupal-console-core/blob/master/config/chain/quick-start.yml
