It's hard to find if you don't know where pip puts the packages....

You should not edit the config file installed with the package. It is only for the configuration defaults.

To configure the Mopidy-Radio-de plugin, add a [radio-de] section to your regular mopidy.conf, typically ~/.config/mopidy/mopidy.conf or /etc/mopidy/mopidy.conf.
