Thoughts regarding the question whether +1 to hit is better than +X flat damage: All things being equal, damage bonuses are more valuable against low defense targets where you're probably going to hit anyway, while to-hit is more valuable against high defense targets where misses drag down the average a lot.
Apart from only calculating damage once dice check was successful.
Consider risk and safety rolls (probably separately at first) in calculation. Thought experiment: Based purely on average damage, what's the threshold where standard/risk/safety rolls become the strategy of choice?
