Add compulsory information popup #1502

Which part of the project should be enhanced? After the login step (if there is one), and before the "etherpad" content is really viewable.

Is your enhancement request related to a problem? Please describe. I think this is a missing feature. Is that a problem? I don't know.

Describe the solution you'd like When the editing screen is first brought up (i.e., after the login if there is one), I would like to be able to add a popup that requires the user to confirm acceptance or cancel. For example, if you join a zoom meeting which is being recorded, you get a popup that informs you and lets you proceed or cancel.

Describe alternatives you've considered Nothing.

Something like that is planned for HedgeDoc 2. But until now it's more of a MOTD banner than a information that you need to accept.

I guess a use case could be to show "terms of service" or information like "be aware that your notes could disappear at any time". Sounds reasonable. I'll transfer the issue to the new frontend repository so we can add the feature to HD2.
