Update base bounds to support GHC 9.0.1 #38

Everything builds and the test suite passes, so this should be safe. Hackage will still need a revision bump; there's probably not enough changes for even a patch release.

@chessai Could you update the bounds on Hackage? The Stackage PR is waiting on being able to pull it from there. If you had deliberately stopped maintaining this in the Stackage snapshots or otherwise don't want to pick it back up, let me know (I thought I had checked earlier, but I apparently just dreamed asking given how little evidence I've found).
