does not starting. just starts the process in task manager.

Did you have spaces in your directory? It seems like it broke with spaces. This fix should be able to clear it up https://github.com/heetbeet/SimCity-2000-portable/commit/28efa618502161b5fa97612631dcbf1fb626510f

It seems like even with this fix, SimCity itself doesn't work when there are spaces in the filename

no i have it in folder on C:/ with original folder from file

At which point in this process do you experience an error:

(Wait for ~200mb downloading to complete... archive.org is very slow...)
