What steps will reproduce the problem?
1. Created an empty repository on the subversion server. 
2. Checked out that repository to a local directory under the powerbuilder 
project directory. 
3. Installed Tortoise SVN and PBSCC. 
4. Installed Subversion Client. 
5. Was able to connect to the SCC using the repository created in (2). 

What is the expected output? What do you see instead?
The documentation at http://dm.char.com.ua/pb/pbscc/pbscc.htm states that you 
need subversion server installed, and does not offer any other options. I 
already had a subversion server on a different machine, and I installed the 
subversion client (a much simpler task since "Subversion Edge" appeared). PBSCC 
appears to be working fine with just the subversion client installed. 

What version of the product are you using? On what operating system?
2.00.52. Windows 7

Using the Subversion Client OR installing a local Subversion Server.

sorry, but it's not a target of this project to provide documentation of 
subversion.
