JVM is loaded on PB IDE startup #22

Hello,
I have PB11.2 on Windows7-64bit machine. I added a project that is using SVN 
source with pbscc-proxy.  
Now when PB starts, it loads JVM. To prevent JVM to be loaded on XP machine I 
modify pb.ini:
[JavaVM]
CreateJavaVM=0

This trick for some reason does not work with Windows7 - PB still loads JVM on 
startup.
Any idea?
