bug:recode to utf-8

Thank you very much increased "recode to utf-8" of the function
 I found a bug, The reason is there '$$$HEX' rather than '$$HEX'.
I fix it,

Strange, I never met this.
What version of BP do you use?
Could you attach a simple object source (global function for example) with this 
case?
