What steps will reproduce the problem?
1. Try to download pdfsizeopt for Windows.
2. Click: http://bin.pdfsizeopt.googlecode.com/git/pdfsizeopt_win32bin-v3.zip
3. Get an error message:

403. That’s an error.

»Your client does not have permission to get URL 
/git/pdfsizeopt_win32bin-v3.zip from this server. That’s all we know.«

This looks like a recent bug in http://code.google.com/ hosting.

As a temporary workaround, try cloning the bin repo with git:

  git clone https://code.google.com/p/pdfsizeopt.bin/
