Are there plans to port the plugin to the CKEditor? Since Redactor was unfortunately abandoned

CKEditor no, Redactor 4 yes. ;-)

Craft CMS 5 support comes with v1.5.0: https://github.com/heidkaemper/craft-redactor-anchors/releases/tag/1.5.0
