Anchor being added above requested location #3

I'm trying to add an anchor about halfway down the page but it's getting inserted into the first

tag at the top. I've tried clicking in a few different locations and sometimes I can get it to go where I want but it's not consistent. Am I missing something?

Same issue here. It gets added to paragraph tag but I'm trying to add it to specific line in the text.
