Locale plugin #63

Do you think you could write a locale plugin that automatically starts and
stops the ftp based on any of locale's plugins? That way you could have the
application start whenever you are near your preferred network which makes
accessing your phone even easier.

In case anyone wonders what locale is:

Sorry, I don't have time for feature requests, I'm just doing bugfixes now.

Could you at least add the option to start the ftp server when swiftp is 
launched?  Locale already has a plugin to launch a specific app.
