HpRace - Precise hammer power #6

At the testing we couldn't be very precise with hammer power. We need to have bigger values;

sv_party_hammer_party_power 4 should be sv_hammer_party_power 40

We're thinking of making the power between 3 and 4, so sv_hammer_party_power 35 or something.
