Why a deterministic initial P is set to represent the detection uncertainty also why not consider detection uncertainty in R? #3

  1. Why a deterministic initial P is set to represent the detection uncertainty? How did get one value of detection uncertainty to represent all detections?
  2. Why not consider detection uncertainty in R, but instead using a R got from statistics? From my point of view, the detection uncertainty from several trust detectors can represent well the noise matrix R, which can enhance the uncertainty consideration during the propagation of uncertainty while tracking, and also direct. I have few knowledge on MOT field, forgive me if I thought wrong~
