Incorporate salt ring mask option at find spots, or indexing stage. Specify min and max res.

SOLVENT_MASK {low res} {high res} e.g. SOLVENT_MASK 3.3 3.0 in the panels input file. Finished code in commit 198f8e785402a46ef345554aae554add110083be
