Rename helidon-dependency-maven-plugin to build-cache-maven-plugin

build-cache-maven-plugin has previously been made an extension only to keep it isolated (all in one is tricky)
Since it's been renamed as -extension, re-use build-cache-maven-plugin to provide the go-offline goal instead
Update readmes
