Investigate support for HTTP/3.

I have had IoT projects express interest in this because the lower latency and faster load times is a real benefit there.

This would allow helidon to function as a WebTransport server.

Yes WebTransport, is a killer feature on top of http3. Any ETA for Helidon 4?
